Article 38: Lighting – Standing Vote: Fails 73-52
-Regulates interior lighting when businesses are closed.
-Planning Board voted unanimously in favor.
-Planning Board Vice Chair, Fran DeYoung “Applies to new businesses whose lighting shines to the exterior.”
-Town Counsel: “All Zoning By-laws only apply to new businesses that come in.”..”would not apply to existing businesses.”

Article 39: Nuisance and Dangerous Dog – Standing Vote: Passed 82-49
-Selectmen Chair, John Coutinho: “Nuisance by reason of barking dogs” law in compliance with State Law
-Town Manager, Norman Khumalo states that the reason for the bylaw is to match with State Regulation is for “Public Education”.

Article 41: Tobacco Bylaw – Standing Vote: Passes 105-36
-Tobacco Age 18 to 21
-Violators parents notified instead of Civil Offense
-Article Amended for Typographical Changes – Passed
-Most Residents speaking express confusion about “vagueness” about article.
-Town Counsel states Bylaw allows Board of Health to raise consumption or sale of Tobacco to those 21+ rather than 18+.
“Proposal explicitly allows Board of Health to go up to 21.”
