Article 2 – School Building Project – (Amended to Day 2 of Town Meeting. Tuesday Jan 31st 7pm) – Passes Unanimously

-Seeking $1.5 Million for 4 additional classrooms.

-Appropriations Committee and Capital Improvements Committee recommends approval.

-Question Called – Standing vote underway to determine if debate about article ends. 2/3rd vote required.

Article 1 – Periodic Charter Review: Report & Recommendations – Overwhelmingly Passes standing vote
-Motion by June Harris – Changes in goals for Library Director – Passes

-Motion by Christine Dietz – Amended Change to keep Town Clerk Elected. – Debate Closed, Vote underway. Town Meeting overwhelmingly votes to keep Town Clerk an elected position.

-Motion by Phil Cohen – language changes to Charter Section 3.6. (allow boards and committees with appointing authority to adjust the compensation of their appointees) – Passes Call Vote

-Motion by Frank D’ Urso to make Town Treasurer an elected position –
Motion to move further discussion to Tuesday Jan 31st 7pm – Passed

-Motion Jim Ciriello for a residency requirement for Town Manager differed to Tuesday 1/31.

-Motion to move further discussion of Article 1 to Tuesday 1/31 – Passed.

– Town Charter discussion continues on day 2 with Frank D’ Urso presenting motion for elected Town Treasurer

– Town Charter Committee Chair stated the committee did consider an elected Town Treasurer based on feedback in public forum but decided against it.

Motion for an elected Town Treasurer was overwhelmingly defeated by call vote.

-Motion by Jim Ciriello for a residency requirement for Town Manager differed to Tuesday 1/31. – . Motion Overwhelmingly Defeated.

-Selectmen, Claire Wright recommends the Town Manager should NOT be a resident due to possible conflicts of interests.

-Most discussion has been against a residency requirement for Town Manager.

– Motion by Frank D’ Urso to add an ‘Ombudsman’ to town government. – Motion Defeated
